EFCC, NELFUND sign MoU to protect student loans, set up joint Fraud Assessment Unit

The Economic and Financial Crimes Commission (EFCC) and the Nigerian Education Loan Fund (NELFUND) have signed a Memorandum of Understanding (MoU) aimed at safeguarding federal student loan funds from financial infractions, preventing diversion, and deploying recovered crime proceeds to finance tertiary education. Signed on Wednesday, September 23, 2026, at the EFCC headquarters in Abuja by EFCC Executive Chairman Ola Olukoyede and NELFUND Managing Director Akintunde Sawyerr, the agreement establishes a joint ‘Fraud Assessment and Control Unit’ to audit disbursements and strengthen internal controls across the education loan scheme.

How will EFCC and NELFUND prevent student loan fraud?

Highlighting that a significant proportion of youth involved in cybercrime are pushed by economic vulnerabilities, Olukoyede explained that the anti-graft agency is committed to channeling forfeited proceeds of crime into educational financing to shield students from criminal exposure. The EFCC boss stressed that the partnership focuses primarily on proactive prevention rather than waiting for funds to be misappropriated before launching investigations.

“There are certain things you might not have addressed your mind to, because that is what we do. We could give all your attention to it. We don’t have to necessarily wait for money to be stolen before we go into action. Why can’t we provide more prevention? Even if it doesn’t occur at the level of the organisation, across or along the chain, something could happen.”

“Whatever we recover from these proceeds of crime, why can’t we use it to also support them? Let it go directly to the human beings.”

To ensure funds reach verified beneficiaries, Olukoyede advised NELFUND to deepen direct disbursement mechanisms while relying on tertiary institutions to authenticate student enrolment details.

What is NELFUND’s current disbursement status and verification process?

Responding to the anti-graft chief, NELFUND MD Akintunde Sawyerr disclosed that the agency has processed 1.6 million applications and approved 960,000 loans through its upgraded digital portal. Sawyerr assured that disbursements are credited directly to students’ accounts using electronic verification identifiersโ€”including the National Identification Number (NIN), Bank Verification Number (BVN), JAMB registration numbers, and institutional matriculation numbersโ€”to eliminate intermediaries and guarantee audit trails.

“We’ve been taken to task many times on various allegations, suspicions, uncertainty. Say, look, all the records are there. It’s all electronic. If there’s anything wrong, you’ll find it.”

Sawyerr commended the EFCC’s preventive model, noting that transparent digital tracking ensures every transaction remains open to future regulatory scrutiny. Will the joint Fraud Assessment and Control Unit effectively insulate Nigeria’s student loan scheme from administrative leakages and institutional fraud?
