The Nigerian Communications Commission (NCC) has signed a strategic 15-year operational lease agreement with the Enugu State Government for the commission’s Digital Industrial Park and Learning Centre. The official signing ceremony took place at Government House, Enugu, with NCC Executive Vice Chairman and CEO Dr. Aminu Maida leading the federal delegation alongside board members and executive management.

Under the 15-year agreement, the Enugu State Government will take over and optimize the federal digital assets to launch the Enugu Talent City and an Artificial Intelligence (AI) Institute. Speaking at the ceremony, Dr. Aminu Maida emphasized that the partnership aligns with President Bola Tinubu’s Renewed Hope Agenda and the Federal Government’s goal to expand Nigeria into a $1 trillion digital economy. “Completed physical infrastructure is only the beginning,” Maida stated. “Buildings alone do not create innovation—people, ideas, and entrepreneurs do.” Consequently, the initiative aims to position Enugu as a premier destination for Business Process Outsourcing (BPO), tech startup incubation, and AI research across West Africa.

Following the signing ceremony, the NCC delegation toured the Enugu Smart Green School Initiative, where digital technologies, robotics, and artificial intelligence laboratories are being integrated into basic education. Dr. Maida praised Governor Peter Mbah’s administration for building forward-looking educational infrastructure that prepares young Nigerians for global competitiveness. Governor Mbah commended the NCC leadership, assuring that the state would fully activate and commercialize the assets so that local tech talents can serve global markets directly from Enugu without needing to emigrate.
